The registered manager is personally accountable to the Care Quality Commission for the service. Registration itself turns on Regulation 7, the fit and proper person test: qualifications, competence, skill and experience necessary for the job. There is no single mandated certificate, but the expectation has converged on a Level 5 qualification held or in progress, plus demonstrable command of safeguarding, safer recruitment, supervision and the money.

This list is built for that test, and for the harder daily version of it: the inspector's interview, the staff member who is not improving, the budget that does not stretch. Each subject here is taught as the job, not as a syllabus.

Refresher intervals are the conventions carried in employer training matrices, not statutory periods. Your own employer's matrix is what an inspector reads. Figures for course length are our declared study hours.

Questions

Does CQC require a registered manager to have a Level 5?

Not by name. Regulation 7 requires qualifications, competence, skills and experience necessary for the role, and CQC guidance points to a relevant management qualification, for which the Level 5 Diploma in Leadership and Management for Adult Care is the sector standard. Most providers require it held or in progress at appointment. Our Level 5 course teaches the knowledge of the role and says plainly that it is CPD rather than the regulated Diploma.

What training evidence does an inspector actually look at?

The training matrix, its overdue column, supervision records, and whether staff can talk about what they learned. A folder of certificates with an empty supervision file reads worse than the reverse. Our employer teams feature exists to keep that matrix live rather than rebuilt the week before inspection.

I am a deputy preparing for registration. Where do I start?

Start with the Level 5 course and the safeguarding lead course, in that order, then safer recruitment. Those three cover most of what the fit person interview probes. Bring evidence of applying them: an audit you ran, a recruitment decision you can defend, a supervision thread that changed someone's practice.
